Illinois American Water Seeks Yet Another Rate Increase for Water and Sewer Customers

Illinois American Water has filed a new request with the Illinois Commerce Commission seeking approval to raise water and wastewater rates for customers across the state.
The case is listed with the ICC as Docket No. P2026-0127. According to the ICC docket, the case involves a proposed rate increase for water and sewer service, with tariffs filed by Illinois American Water on January 27, 2026. The docket remains in the regulatory review process and has not received final approval. [1]
Illinois American Water says the proposed rate change is tied to approximately $577 million in planned investments through 2027. According to the company, the money would be used to modernize and strengthen water and wastewater systems in the communities it serves. The company says the work includes pipeline replacement, upgrades to storage tanks, wells, pumping stations, hydrants, meters, wastewater treatment facilities, lead service line replacement, and improvements related to water quality. If approved, the company estimates that a typical residential water customer using 3,500 gallons per month would see an increase of about $14 per month. A typical sanitary wastewater customer using 3,500 gallons per month would see an increase of about $28 per month. Illinois American Water also says its proposal includes a discounted rate for the first 2,000 gallons of residential water use. [2]
Consumer advocates are opposing the request. The Citizens Utility Board, a nonprofit utility watchdog organization, says expert testimony filed in the case found at least $54.4 million in proposed overcharges in Illinois American Water’s filing. CUB argues the company’s proposal includes costs customers should not have to pay, including what it describes as excessive shareholder profit and executive bonus-related costs. [3]
CUB and media reports have described the pending request as a $142.4 million rate hike proposal. Illinois American Water’s own announcement describes the request in terms of the $577 million in system investments it says the rate change would support. [2][3][4]
This request comes shortly after Illinois American Water received approval for a previous rate increase. In December 2024, the company announced that the Illinois Commerce Commission had approved new rates effective January 1, 2025. That approved increase resulted in an annualized revenue increase of approximately $110.6 million, according to Illinois American Water. [5]
The current proposal has not yet been decided by the ICC. The commission may approve, reduce, or reject the request after reviewing testimony and evidence in the case.
For customers, the central issue is affordability. Illinois American Water says the increase is needed to pay for infrastructure improvements and system reliability. Consumer advocates argue the requested increase is too high and includes charges that should be removed before any rate change is approved.
The ICC docket remains the official place to follow the case, including filings, testimony, orders, and public comments.
